Kerry and Bush: No Difference?

President Bush is a big-government Republican who’s conservative on those social issues over which the executive branch has little control. The power either would hold as president wouldn’t make much difference on the few issues where they differ most.

It seems to me that the modern day president has more control than the columnist implies, more because of his role as the leader of his party than the dejure authority of his office. Particularly in the Republican party with its strong recent push towards centralization and party conformity, but among the Democrats as well.
